In the Quarter Quell reaping of contestants for the Hunger Games in Panem, the chosen are all previous victors. Whereas in the first movie (or book) everyone chosen was anonymous at the time of the reaping, this scenario for The Hunger Games: Catching Fire is much more intense because everyone involved is famous for winning their own Hunger Games.
